Mr.Duncan.

Mr.Bushe, having no time before sailing for

West Africa to meet the Treasury Solicitor, deputed me

to undertake this task, and I met Sir Maurice Gwyer

last Wednesday.

In the course of our discussion I stressed

the necessity, from the point of view of the Colonial

Office and the Admiralty, of some action which would

upset the judgment of the Full Court of Hong Kong. If

this judgment was allowed to stand, the Navy, having

no longer the support of the courts, would be

compelled to adopt more drastic measures for the

suppresion of piracy.
